As a disaster is an unpredictable event, it may be difficult to entirely escape damages even if evacuation drills are carried out periodically. In such case, people requiring evacuation assistance, like aged and disabled people, are prone to be victims. To minimize the damage, fire departments and local governments need to swiftly grasp the situation of the afflicted areas in order to execute rescue operations. In this thesis, to support the rescue operations, we propose the design and implementation of an Internet of Things (IoT) devices based search system to grasp the presence of people requiring evacuation assistance. The IoT device captures Wi-Fi signal and data packets from the smartphones of the victims, and provides an analysis for victims localization in open and closed spaces.Through the experimental results, we show that our closed-space approach became a complement to the open-space approach results. The closed-space approach shows better results than the open-space approach in areas with obstacles, otherwise the open-space approach works better in other areas such as line-of-sight buildings. Also, the system provides a visualization of victims in the disaster areas to support the rescue operations.
