The upcoming 5G system is believed to meet the various service demands and explosive data growth, and cloud radio access network(C-RAN) was proposed as a promising 5G framework. Taking advantage of the innovative physical infrastructure, network slicing contribute to a flexible network management. This paper addresses the resource sharing of sliced C-RAN among multiple tenants aiming to maximize network utility while guarantee the fairness and Quality of Experience (QoE). After formulating an optimizing problem which is computational complex, a two-step algorithm is designed to solve the problem effectively. We consider factors of tenants priorities, user spectrum effectiveness and a mixed weight of RRH load and analyze unstable-value of users, then a modified dynamic user allocation scheme is proposed specially for Unstable Users which can be realized with limited computational information and handoff overheads. Simulation results show the effectiveness of our modified algorithm.
