Technology Criteria Analysis and E-Voting Adoption Factors in the 2019 Indonesian Presidential Election

As the fourth populous country in the world, presidential and vice-presidential election is a huge nationwide event held every five years in Indonesia. The current method used in the election in Indonesia is voting held by the General Elections Commission (KPU). Issues related to the utilization of e-voting in the election is being discussed even had predicted would be implemented in the election for president and vice president in 2014 ago. This research will identify the factors that influence the adoption of e-voting technology in Indonesia as well as the criteria and sub criteria of these technologies in the presidential and vicepresidential election 2019. The method is used to determine the criteria and sub criteria likewise weighting of criteria and sub criteria using likert scale and Analytical Hierarchy Process (AHP). Moreover, to identify the factor, this study uses interviews and thematic analysis. This research contributes to establish the criteria and sub criteria for e-voting technology and the weight of each criteria and sub-criteria. In addition, this study also identifies factors influencing the adoption of e-voting technology in Indonesia by employing the Diffusion of Innovation (DoI) theory. The result of this study shows that security criteria has highest weight to determine e-voting technology, and this study successfully proves the importance of attributes of relative advantage, complexity and compatibility in the process of dissemination and adoption of e-voting technology in Indonesia.
