Achievable throughput in cognitive radio-medium access control (CR-MAC) has direct impact on common control channel (CCC) design and control overhead. The CCC design decides the most efficient path to collision free data transmission for CR user. The in-band CCC design suffers with collision due to asynchronous control information transmission and multichannel hidden terminal due to clustering. To achieve global coverage dedicated out-band CCC is used but subjected to intruder attacks and saturation. In comparison with in-band, dedicate out-band overlay CCC design performs much better thus widely used in multi-channel environment. The need of common channel selection arises again whenever the primary user (PU) reappears in the channel. Spectrum hand-off is required to avoid collision between CR user and PU. To deal with the issue, the proactive switching is more favorable to reactive switching scheme. Capability of prediction of best future spectrum through past history of the channels makes network less prompt to the collision. The existing work shows that the new channel access for switching in proactive hand-off is works according to the environmental changes. The higher number of hand-offs increases packet loss which affects system performance drastically. To deal with stated issues, in the proposed work a common channel selection algorithm through transmission of PU free channel list (PCL) is developed. The history of same PCL is then used to develop a proactive hand-off scheme. The hand-off algorithm improves performance through best channel selection. It reduces the number of channel switching thus minimizing disruptions due to PU activities.
