Congestion Management in Cross-Region Grid Considering Spatially Transferable Characteristic of Data Center Load

In order to mitigate the possible congestion of cross-region interconnected power grid, a congestion management method based on the workload migration among geographically distributed data centers is proposed considering the adjustability of data center electricity consumption. Through integrating this demand side resource and setting dispatch compensation and price signals, flexible allocation of network load among data centers in each region can be implemented to alleviate or eliminate congestion. Firstly, the realistic basis for the data center to participate in congestion management is introduced. Then, based on the power consumption model of the data center, a novel congestion management model that considers incentivizing the data center is established, and the incentive reward is determined by the remaining processing capacity of data centers and the transferred network workload. Considering the time differences of the use of electricity and the use of internet, the congestion management process is proposed. The case analysis shows the effectiveness of the proposed congestion management method.
