In the form of distributed computing and in virtualized environments, cloud computing makes the load balancing policies more useful by means of proficient as well as easily accessible by the end users. Efficient usage of cloud depends on various parameters such as memory access, VM migration, bandwidth allocation, and utilization of CPU with equal load distribution among the participating servers. To accommodate the load balancing instance, in this paper, we propose a methodology named slot based carton load balancing algorithm (SCLBA) for the effective utilization of resources in an efficient manner. This algorithm works based on the user bases (UBs) of the cloud infrastructure layer and handles the virtual machine allocation dynamically. We implement and test the proposed algorithm under various user bases (UBs) of the infrastructure layer using CloudSim toolkit and Cloud Analyst. Experimental results show that the proposed algorithm manages the load in an efficient way by utilizing the resources efficiently. On the other hand, SCLBA records the access time and execution time better as compared to other existing approaches.
