Cluster of User Networks in Transport and Energy Relating to Anti-Terrorist ACTivities (COUNTERACT)

Public transportation is a vulnerable and attractive target for terrorism. This paper describes a European research project that seeks to review existing security policies, procedures, methodologies and technologies to identify best practices that will be promoted throughout the European Union security community. The International Association of Public Transport is managing the public passenger transportation cluster of the Cluster of User Networks in Transport and Energy Relating to Anti-Terrorist Activities (COUNTERACT) project. This cluster will address current security challenges and help the public transportation sector better prepare to prevent and handle terrorist incidents. Studies will target risk assessment, security planning, exchange of experience between operators, security awareness, and cost of shutting down a station. As the project progresses over the next year, it is hoped that the results will increase the knowledge base about possible security strategies and systems that meet the unique needs of the public transportation sector.
