Dynamic virtual machine consolidation is considered an effective approach to reducing energy consumption and improving the physical resources utilization in cloud data centers. Despite the massive number of published research in virtual machine consolidation approach, most of these publications consider the overall system performance. In this paper, we respect the Service Level Agreement of the virtual machine. We propose two different virtual machine selection algorithms to select a candidate virtual machine to be migrated from the overloaded server. These algorithms aim to balance the overall number of Virtual Machine Live-Migrations among all virtual machines. In addition, one of these algorithms controls in the network load in cloud data centers. Our results show that the two algorithms achieve a significant benefit in the QoS of the end-users. In addition, the Modified MMTMC 2 algorithm improves the overall performance in terms of saving energy and reducing network bottlenecks.
