Fast content delivery in emerging markets has become imperative for internet organizations to scale and thrive. The esoteric network conditions in these markets have actuated a spur to understand their characteristics, hence, burgeoning investment in smarter delivery mechanisms. With the advent of HTTP2, where a single TCP connection is reused, reevaluation of existing TCP strategies and their refinement for the emerging markets can accelerate these ventures. In this paper, we analyze four existing TCP congestion control strategies that were chosen based on their algorithmic diversity, namely, HTCP, TCP-Hybla, Scalable-TCP and YeAH-TCP and evaluate their performance with real internet traffic using a popular social networking organization's web and mobile platforms over HTTP2. We determine the optimal congestion control strategy and tuning parameters that lend to low latency in these networks, with minimal changes to the existing TCP infrastructure, thereby providing a scalable and cost effective strategy for the manageability of global internet traffic. Experimental results showed upto 7% reduction in content download time using the proposed strategy.
