Direct deliberative democracy

Can we ever build a practically implementable model of governance that combines normative qualities of universal suffrage in the classical representative and direct democracy models with epistemic qualities of presumably elitist open deliberation? Can we make more inclusive the deliberative model itself? If we arrive at building such a model, this would be an important step towards a better democratic governance.
