Cognitive Radio Networks (CRNs) is a promising innovation which empowers unlicensed users (secondary users) to fill spectrum gaps and modify its CR device parameters as expected to utilize free channels without creating an interruption to licensed users (primary users). Clustering, a topology management mechanism, arranges nodes into local groups for effective communication. It aims to obtain scalability and stability, and additionally help channel access and channel sensing, which is basic for CR operations. In this article, we propose an algorithm for cluster formation. Our algorithm is based on two folds, in the first phase a node having the maximal degree in its neighbourhood, is selected as a cluster head. In the second phase, the remaining nodes join suitable cluster heads by exchanging the limited number of messages results in cluster formation. Additionally, it can be noticed from simulation results that the proposed algorithm is efficient in terms of message overhead. Further, theoretical and simulation studies justify that time and message complexities are linear which is O(n).
