Emergency communication system with Docker containers, OSM and Rsync

Almost every year, the world is unavoidably stricken by numerous catastrophic natural disasters, such as hurricane, typhoon, tsunami, etc. When stricken by a catastrophic natural disaster, emergency rescue operation is very critical to numerous lives. Rescue teams in each stricken area consists of hundreds of thousands of disorganized volunteers. Effective communication means are needed to coordinate their efforts. Victim people also need to communicate to each other for various reasons such as allocation of rescue and relief resource as well as reunion of family members. Docker is a tool designed to make it easier to create, deploy, and run applications by using containers. Containers allow a developer to package up an application with all of the parts it needs, such as libraries and other dependencies, and ship it all out as one package. Docker containers wrap a piece of software in a complete filesystem that contains everything needed to run: code, runtime, system tools and system libraries — anything that can be installed on a server. This guarantees that the software will always run the same, regardless of its environment. Docker Compose is a tool for defining and running multi-container Docker applications. Time required by Docker to create a container will be very small compared with the XEN VM creation. Docker technology is gaining a lot of demand because of its containers which reduce the usage of system resources (processing power and memory) by eliminating the need in own full OS, TCP, and file system stacks for each container. Rsync is a utility that keeps copies of a file on two computer systems. In this paper we will suggest an approach to establish low cost communication between victims using Open Street Maps, Docker Containers and Rsync together.
