Planning a Ring-Tree Network to provide Telecommunication Services at Centres of Rural Population

Nowadays \t\t\t\t certain \t\t\t\t centres \t\t\t\t of rural \t\t\t\t population \t\t\t\t are experimenting \t\t\t\t difficulties \t\t\t\t to access \t\t\t\t high-speed \t\t\t\t telecommunication \t\t\t\t networks. \t\t\t\t This \t\t\t\t phenomenon \t\t\t\t avoids \t\t\t\t the possibility \t\t\t\t of accessing \t\t\t\t to the digital \t\t\t\t revolution \t\t\t\t for \t\t\t\t such \t\t\t\t areas. \t\t\t\t The private \t\t\t\t companies \t\t\t\t are focusing \t\t\t\t their invest \t\t\t\t ment \t\t\t\t efforts \t\t\t\t in other \t\t\t\t more \t\t\t\t profitable \t\t\t\t areas. \t\t\t\t In such \t\t\t\t conditions, \t\t\t\t the governments \t\t\t\t have \t\t\t\t to promote \t\t\t\t alternatives \t\t\t\t to bridge \t\t\t\t the digital \t\t\t\t divide \t\t\t\t between \t\t\t\t rural \t\t\t\t and urban \t\t\t\t areas. \t\t\t\t We present \t\t\t\t how \t\t\t\t ring-tree \t\t\t\t topologies \t\t\t\t can be used \t\t\t\t as an adequate \t\t\t\t architecture \t\t\t\t to incorporate \t\t\t\t such \t\t\t\t less \t\t\t\t favoured \t\t\t\t areas \t\t\t\t in the Information \t\t\t\t Society. \t\t\t\t We present \t\t\t\t a \t\t\t\t case study \t\t\t\t for Andalucia \t\t\t\t (a wide \t\t\t\t region \t\t\t\t in the south \t\t\t\t of \t\t\t\t Spain) \t\t\t\t where \t\t\t\t a decision \t\t\t\t support \t\t\t\t system \t\t\t\t based \t\t\t\t on a genetic \t\t\t\t algorithm \t\t\t\t is implemented \t\t\t\t providing \t\t\t\t cost effective \t\t\t\t solutions. \t\t\t\t We make \t\t\t\t use of real life data from \t\t\t\t the telecommunication \t\t\t\t industry \t\t\t\t and present \t\t\t\t different \t\t\t\t solutions \t\t\t\t separated \t\t\t\t by coverage \t\t\t\t as well as a sensitivity \t\t\t\t analysis \t\t\t\t based \t\t\t\t on the main \t\t\t\t factors \t\t\t\t of the cost function.
