Minimizing communication losses and energy consumption is an important task. Cluster analysis is one of the most promising solutions to energy consumption. The development, modeling and research of clustering algorithms in a city environment is a priority task. The clustering program, based on the maximum energy efficiency model, minimizes communication loses in cognitive radio systems and can be recommended for the rational using of the radio frequency resource.
