This report gives concise definitions for specifying frequency stability for measurements in the frequency domain and tim.e domain.Standards of terminology and of measurement techniques are r ecoromended.Measurement systems are described in adequate detail so that the apparatus may be duplicated.Proposed extension of the measurement systems through 12.4 GHz is discussed.
