Feasibility of idle port scanning using RST rate-limit

Many existing operating systems use random IP identification field values to defend against the traditional form of idle scan. Ensafi et al. proposed an alternative method for idle scan based on RST rate limit. We identify certain implementation pitfalls with their scan method and propose a modification to remove those. We provide a proof of concept implementation to demonstrate the feasibility of our modified scheme.
