The paper presents the reasonable environment cognition model for multifunction phased array radar based on time-frequency analysis and high order spectra analysis. At first, typical radar waveforms for different functions are introduced. Aim to extract the signal modulation characteristics corresponding to special radar task, the WVD-Hough transform and Bispectrum estimation are proposed. The WVD-Hough transform can gain the key parameters such as modulated rate, width and modulated law. Then, higher-order statistics are used to extract signal features which are discriminative, especially for specific emitter identification (SEI). Experimental results show that the proposed methodology is efficient for complex multifunction radar signals detection and target environment cognition in future electronic warfare environment.
