Nowadays, there are more and more science and technology proj analyze the business process of the science and technology projects to be evaluated, in order to propose a process model and a role-based access control model. Through collating the business process data, we determine the logical stru ects to be declared. The traditional way of applying and reviewing project has been unable to meet the needs. In this paper, we cture of the database model. At last, we complete the system by using the architectures of J2EE and MVC design pattern.
