Cloud computing is an internet dependent computing type that helps in providing information along with processing resources that can be shared to many devices apart from computers based upon users demand. It serves as a great example for helping in on-demand and ubiquitous access to a cluster of computing resources that are configurable.(For example: applications, servers and services, storage and computer networks) which can be helpful in rapid provisioning and can be released with a minimum management effort. Balancing the load suitably provides a major challenging issue in this scenario. It specifies a method of distributing the workload in accordance to the respective virtual machines. User requests are random and their allocation across VMs more randomly can cause heavier load and can affect its performance as a whole which reflects in affecting the resources used for computation. A Stochastic Hill Climbing algorithm is a algorithm which does not find the exact virtual machine to which the incoming job must be allocated so that the resource utilization is effective with a minimum response time. This can be avoided if an algorithm called Join Idle Queue can be combined along with it which finds the appropriate virtual machine for the job to be done which in turn improves the resource utilization. Therefore, SIQ algorithm is proposed to optimize the response time and performance.
