In low angle tracking scenario, the performance of the direction of arrival (DOA) estimator is not stable. In this paper, the Cramer-Rao bound (CRB) for low angle tracking is derived to account for this phenomenon. The receiving signal in low angle scenario is modeled as two coherent sources and the effect of the reflection coefficient on the CRB is mainly discussed. In the simulation section, numerical simulations are conducted to study the property of CRB, which indicates that the change of the phase of the reflection coefficient is the main reason why the CRB and the performance of DOA estimators fluctuate.
