This paper deals with the problem of observer-based control for stochastic multi-agent systems with time-delay. The aim is to design a controller such that the system asymptotically reaches global consensus in mean square. By constructing an appropriate Lyapunov-Krasovskii functional and using an effective decoupling method, a sufficient condition in the form of LMIs for ensuring the existence of the desired controller is given. A numerical example is provided to demonstrate the effectiveness of the result obtained.
