One major problem Smart Cities' information and data management systems are facing currently is the heterogeneity, not only of the stream data, but also of the external data sources, such as the web of Linked Data, which their use is inevitable in decisions making on the scale of a city. Thus, this paper highlights the challenges that Smart Cities are confronting in terms of data retrieval and web semantics. The authors propose theoretical framework to manage data flow in Smart Cities and to integrate it on-the-fly with Linked Data. The framework consists of a modular architecture that receives, as an input, heterogeneous semi-structured and Linked Data retrieved from various sensors and the web of data respectively. The overall aim of the system is to offer an interface to facilitate the automatic access to Smart Cities data and to publish them in Linked Data cloud to enable future reuse.
