We present a concept for creating fully virtualized testbeds for the integration of ICT systems in the tactical domain. The concept features a framework for virtualizing and emulating ICT systems and a process for fully automated test runs, including setup and initialization of the ICT systems as well as the execution of simplified operational scenarios. A prototype has been implemented and different military off-the-shelf (MOTS) components were successfully integrated into the testbed framework and used in different scenarios.
