Knowledge representation of emergency scenario is the foundation of the emergency information management. Emergency scenario is a hybrid dynamic system which has both continuous progress of the evolution and discrete events. In order to improve the comprehensiveness and systematization of emergency scenario characterization, the methodology based on hybrid Petri net was brought, in which both the discrete event of scenario and continuous progress of the evolution were characterized clearly. Elements of accident scenario were expressed normatively by knowledge element model and hierarchical theory and the standardized descriptions of different scenario stages were achieved. A case study of oil pipeline leak was applied and the whole application process indicated that both the logic form of hybrid Petri net and feature of attribute expression by knowledge element model were revealed. The application result presents the scenario situation of the emergent events more objectively and it will help to provide a formalized expression of emergency knowledge when establishing the emergency knowledge base.
