The influence of intelligent gateway systems on transborder data flow and international technology transfer

New capabilities in communications technology cause strong differences of opinion in government and industry on how to control electronic data transmission of administrative, scientific, and technical data between countries. Regulations of transborder data flow (TDF) are further complicated by the unprecedented growth of information technology where the development of intelligent gateways and satellite networks span geographic and political boundaries. In this paper the present state of national policy and technology is examined, future trends are explored, and arguments to support opinions that intelligent gateways are the preferred tool for online database searching and analysis are presented. Beginning with an overview of present state-of-the-art systems, the effects of this new technology on transborder data flow are examined.
