Abstract : The Software Cost Estimation (SCE) Workshop was held September 13-15, 1983 at The MITRE Corporation in Bedford, Mass., sponsored by the Electronic Systems Division of the U.S. Air Force and the Rome Air Development Center, Rome, N.Y. Government and industry experts addressed the topics: Cost Effective Software Data Collection on Defense Programs; Integrating SCE with Program Management; Organization and Performance of SCE; and New Directions in SCE. This report contains a summary of each group's discussions and findings, together with a list of recommendations. The views expressed at the workshop and reported in this document are those of the participants and should not be interpreted as official positions of the government agencies, corporate entities, academic institutions or other organizations with which the individual participants are affiliated.
