In software development, elicitation process is necessary to gain a thorough understanding by the developer towards stakeholders (stakeholders, such as customers, users, developers), but with so many stakeholders involved, the goal becomes more varied and it is possible to create conflicts, which may complicate the development process. To produce an accurate requirements elicitation process, we need a model that is able to describe the overall goal in a scheme that can be easily understand by developers and stakeholders. One of the solutions is to use KAOS (Keep All Objects Satisfied) which implements the Goal Oriented Requirements Engineering (GORE). KAOS is able to model the linkage of requirements to specific goals to be achieved. The model allows easy mapping of goals hierarchically. The goals need to be prioritized based on the interests of the stakeholders. To analyze these goals, we use the Analytical Hierarchy Process (AHP) to establish goal priorities. Consistency Ratio Hierarchy (CRH) is used to evaluate the results. CRH ensures that the weights in each hierarchy is acceptable. Based on these goal priorities, developers can refer to these priorities to reduce conflicts between stakeholders. To validate this work, a case study on the scheduling of lecturers in educational institution has been used. In this case study, the interests from stakeholders and the regulations in this institution made conflicts in the class scheduling process (room allocation, teaching hours, and others). We have designed the goal model and used AHP calculation to prioritize the goals in the class scheduling process. Our case study has demonstrated that the results of using our technique gave the final 90% consistency ratio hierarchy, which means that the goal priorities are accountable and acceptable.
