Well-known systemic quality criteria: QoS and QoE directly depend on quality of service tasks fulfillment, however, do not always allow to obtain the solution in full. That is why, many papers addressing research of peer-to-peer networks are very specific [1,230]. Our objective is to attempt to obtain a systemic solution, optimal for a delay minimum criterion upon service completion subject to a number of standard restrictions.
