Because of the convenience for use from it’s mobility, the mobile communication systems, like cellular and PCS are widely spreading in the today’s communication soci-ety. In order to maintain it’s call quality, it is necessary to monitor the RF signal and find out the specific service areas where the communication performance is degraded due to multipath, signal block, fading, interference, and other factors. Usually the test vehicle or person equipped with the celluar/PCS spectrum monitoring and RF cover-age measurements system is traveling around the service area and gathering the RF signals along with the location information. There are several positioning methods to lo-cate the test vehicle or person’s position in the service area like inside of the buildings and the street. The GPS/DGPS can provide an accurate position. But it can’t be used inside buildings. The low cost inertial sensors like gyro and accelerometer can be used to locate the user position indoors as well as outdoors. But in general, the inertial sensors severely suffer from their drift errors. GPS and DR sensors can be integrated together to over-come these problems. In this paper, we propose a portable personal positioning system that can be carried with the test person and used indoors as well as outdoors for the communication network performance test.
