The effective capacity of the cognitive radio system is an important parameter to measure its performance. It is affected by the accuracy of spectrum sensing and spectrum management scheme. In this paper, we first design a multi-channel cognitive radio model in opportunistic spectrum access scenario. In this model, every channel has three different states. The transfer between the channel states is modeled as a Markov process, and the performance of channel handoff is analyzed. When the primary user accesses to the system, the frame structure of the cognitive user has three types according to channel handoff or not. And then, combining with three kinds of situations, we can obtain the average effective capacity of the cognitive radio system. In a sensing cycle, there exist a best time to minimum the effective capacity. Finally, we analyze the change of the effective capacity in different active degree of primary users, which provides a reference for the establishment of cognitive system in different licensed networks.
