Migrating eGovernment Services in the Cloud

There are significant efforts at international and national levels to encourage the development of public services on the Cloud. The term "eGovernment" has come to signify the interaction between citizens and government, between business and government agencies, between government agencies and often between governments themselves. The increasing utility of Cloud computing, coupled to the pressures on governments and their agencies for achieving economies of scale in their provision of services to their citizens has brought to the front the issue of migration of eGovernment services to the Cloud. This paper is concerned with the process of migrating eGovernment services to the Cloud with a view to establishing a high degree of sustainability and of value to consumers of these services. To this end, the paper introduces the challenges to stakeholders involved in this process and advocates a capability-oriented approach for successfully addressing these challenges. The key concepts to this approach are presented together with the key design process steps.
