As cloud computing is found everywhere in current scenario. From large scale organization to small scale business everyone moving towards cloud. Because of its simplicity, monitoring and maintenance over remote connection, large area coverage. Cloud can be any type Software as a service, platform as a service, infrastructure as a service based on its usage. In infrastructure as a service virtualization effectively maps virtual machines to the physical machines. Though it is not easy task for hypervisor to select appropriate host to serve upcoming virtual machine request. Hypervisor uses some algorithm or predefine methodology to choose host with enough resources, so that after allocation of virtual machine host not run out of resources. This paper proposed cluster based allocation policy to effectively fit newly arrived VM into the host machine. Simulation is conducted on cloudsim and results are analysed, which shows that clustering approach made easy decision to map virtual machine to physical machines.
