The telecommunications sector is experiencing a large growth due to the variety of technologies, and also thanks to the exponential increase in traffic due, firstly to the continuous increase in the number of users and also to arrival services varied in high demand in quality of service (video on demand). In order to solve problems of growing customers and for offering a good quality of service of video on demand, we propose to implement a policy of integrity in the IMS architecture that will revolutionize the users. This policy will enable the best performance in quality of service (QoS), and it will facilitate the flow of trade in services that is improved significantly according to their criticality levels. Our work is to incorporate a fuzzy inference system, which is based on a new approach of multi criticality to define the levels of criticality for MLOs and SLOs objects the model Totel, and to regulate trade in the level of the QoS of services of video on demand in agreement with these levels of criticality for QoS amelioration and satisfaction of customer needs.
