One of the hardest thing about software development is being asked to come up with a design when all the set of requirements and a blank sheet of paper. Many software teams will drive straight into the code and while this can initially be very productive, constant refactoring is awaiting those teams that haven't quite found a design that works. The E-Governance architecture design process identifying the sub-systems to build end product and framework to control system components and their communication, high-level architecture view of a system is useful for communication with system stakeholders and project planning because it is not cluttered with detail.
