Expert systems are software have been designed for Simulates the human behavior and acts. There are many tools are used to development of expert systems. In this paper we had describe types of tools and we find out that the most ideal concept of expert system development tools are making development of an expert system a lot more simple compared to programming language. So we make comparative study between MATLAB, Scilab, Prolog and Lisp. The comparative presented according to Parameters like License, Cost, User interface, Memory Requirement, Computation speed And then we get to know that in case if you have got high computing resources with no memory constraints, then go for MATLAB. But some work need share memory and less computation resources then Scilab is better option.
