A number of articlea1-4have described the use of horiaontal redundancy removal tecbniQUe8 to reduce the tranamission rate required for coded Picturephone® Bignals to 6.312 Mb/s. Here an extension of thia work is given which usee unconditional vertical and temporal aubsampling techniquea to reduce the required tranamialion capacity to 3 Mb/ 8. Thia type of processing is unique in that it does not employ the complex conditional repleniahment teebniquea which typically have been used to reduce the digital tralUlmi88ioD rate to either 2 Mb/s5or 1.5 Mb/s6.
