Multi-target tracking in a cluttered environment

For radar and sonar surveillance sensors, the measurements output by the receiver detection process contain no origin identification unless some form of secondary identification is employed, eg IFF. Here it is assumed that such identification is unavailable. In order to output an estimate of all the targets detected by this type of sensor, a tracking filter with an automatic track initiation process is required. For maximum sensitivity this system is required to operate in a multi-target and cluttered environment.
