Most of best network access point solutions are based on the optimistic assumption that users can become aware of the throughput they will receive when using a radio access technology (RAT). This chapter investigates a fully distributed mechanism that allows users to access the network efficiently, in the absence of a priori information on the throughput to be expected, and it presents a framework developed for the analysis of strategies designed for handling the Internet connectivity of mobile users. A portion of the model describing the behavior of the communication nodes within a given coverage area is denoted by agent. There are three agents per coverage area: the network connectivity, the WiFi radio resources and the long-term evolution (LTE) radio resources. The state of the base station (BS) is modeled by two states: frequency channels in WiFi and physical radio blocks (PRBs) in LTE.
