Introduction Over the course of the past three or four years a new terminology has entered the information technology lexicon that has been a source of much discussion, debate, and ultimately confusion in the United States. Information security, IT security, cybercrime, cyberterrorism, cybersecurity, cyberwarfare, and cyberspace all have been used interchangeably, and with little verbal precision adding to the challenge. Also, these loosely related terms have begun to gain acceptance globally without consistency, expanding to problems beyond the U.S. policy circles in Washington. While this chapter is not intended to be a comprehensive treatise of all of the policies, doctrines, and laws regarding these terms, it is intended to be a primer on the active debate, and provide guidance and specificity on the terms used currently. As the recognition of U.S. information and communications infrastructure as a strategic national asset begins to take hold in Washington, practitioners will be required more than ever to have a fundamental understanding of these terms and the issues presented in this chapter.
