Before a project is begun, decisions must be made on the overall project approach. Will the project be phased or not? Will it be custom-developed, or use an off-the-shelf software package? Will there be a pilot? This chapter takes a look at the main project approaches, their benefits and drawbacks, and which approach suits which situation. Concepts are discussed such as editing versus creating, upgrade paths, and the impact of too much customizing. Software frameworks are explained as well as the implementation of software suites and integrating several software products.
