Public Law 107-347 was passed by the 107th U.S. Congress and signed into law by President George W. Bush on December 17, 2002. Known as the “E-Government Act of 2002,” its stated purpose is the enhancement of “the management and promotion of electronic Government services and processes by establishing a Federal Chief Information Ocer within the Oce of Management and Budget, and by establishing a broad framework of measures that require using Internet-based information technology to enhance citizen access to Government information and services, and for other purposes.” Although the security of information is not specied in this preamble, Title III (Information Security) of the statute requires federal agencies to establish agency-level information security programs that protect the information and information systems supporting agency operations and assets.
