The task of a systems designer does not end when the new system, whether it be manual or computer oriented, is specified and accepted. It is his responsibility to turn that design into a working system. It is, however, in many cases a failure to understand the factors involved or the ineffective management of resources available which leads to many projects falling behind schedule during this critical phase.
