Cloud computing is a utility-based service. It provides different virtual resources, according to pay-per-use basis. The virtual machines are configured on hardware infrastructure in which other services are deployed. These virtual instances have dissimilar pattern and price according to their computing powers. These cloud instances have fixed configuration, while user's demands are flexible. User may necessitate computing resources from one vendor and storage from other vendor. So, user must subscribe different cloud providers for satisfying their necessities. This will consume more money and more time. The users also desire Quality of Service (QoS) with the resources there are being delivered. In this paper we have proposed a virtual resource brokering framework which provides the desired resources from different cloud vendors along with enhancement of QoS. The cloud broker acts as an agent to negotiate between cloud consumer and cloud provider. The cloud broker fulfills the consumer's request from multiple cloud providers and charges accordingly. We have also given the simulation results of two QoS parameters, availability and reliability to show how much resources are desirable to enhance the desired QoS.
