In the 1980s, police administrators in the United States implemented community policing initiatives based on research conducted by Herman Goldstein (1990) and Robert Trojanowicz (1988). Quickly becoming the buzzword of law enforcement executives and aided by federal funding under the COPS (Community-Oriented Policing Services) program community policing became a recognized program in almost every local American police agency. Police commanders routinely boasted of their strong ties and cooperation with their communities.
