There was a clear need for a unifying standard that would provide a singular route to compliance for entities under the purview of PCI compliance. This prompted the creation of the unifying standard known popularly as the PCI-DSS. The PCI-SSC (Security Standards Council) was created in 2004. All the payment brandsVisa, MasterCard, JCB, American Express, and Discover-came together to form an independent entity that would govern the standards relating to the payment card industry as well as manage and promulgate the standard.
