An improved arithmetic is designed for the shortage of archetypal Particle Swarm Optimization Arithmetic, which embodies DELTA Potential Field about quantum mechanics and is integrated with Neural Network. As can be seen from the result of the evaluation instance for attack capability of radar system, its validity is certain.
