Develop a Scrum Capability

This chapter describes the development of scrum capabilities. The Scrum software studio is a separate organization within an organization. The studio is not an effort to change the existing software development organization; rather, the studio is established so that anyone wanting to use Scrum to develop software can go there. The studio starts small and grows as it proves its value. The studio progressively becomes a place where software development is productive, high quality, and valuable. Risk is controlled, and projects are managed predictably. Testing and metrics are used to assess results empirically, to encourage continuous improvement. The Scrum studio is a simple, fast way to start getting incremental, sustained improvement in software development. Scrum and the metrics it generates identify problem areas. This is how the scrum capabilities are developed and it turns out to be useful to the organization.
