Abstract This chapter begins with a discussion of the three elements that give the book its title: the sense of a ‘ technological revolution’; the idea of regulation (which will take us again to the contrast between technology as a regulatory target and as a regulatory tool); and the notion of rights (and, by implication, the threat to rights presented by the development of new technologies). An overview of the subsequent chapters is then presented.
