Severe snowstorms devastated parts of southern China in 2008, killing more than 50 people, crippling the rail system and causing billions of dollars in damage. This paper collected news on the snowstorm from two main websites, and extracted keywords by using text mining technique. After classifying keywords into three representative elements of emergency events, this paper analyzed the relationship among crowd reaction, event status, and the government response under the emergency event of snowstorm in 2008. Based on correlation analysis, we proposed that there was a strong correlation among three elements, and the government should respond to emergency events effectively by guiding the crowd appropriately to reduce the damage of emergencies.
