Studies on Strategy and layout of Standard System Based on Scientometrics Method——Taking Solar standards of China and Japan as examples

A new method of scientometrics used in studying the layout and fabrication of standard system is put forward. Firstly, the information characters are selected and obtained through the analysis of standard information, which becomes the basis of successfully setting up the database system of standard management and analysis. After the standard management and analysis database is set up, the character information of its standards are chose by the intelligence means of scientometrics and literature searching, which is used for studying the information distribution of standards, such as total quantity, time composition, products, technology fields, standard sorts and so on. At the same time the method is applied and demonstrated through taking solar technology standards of China and Japan as an example. The results show that the methods can supply the information reference for the layout of national standards and its fabrication.
